President Volodymyr Zelensky had his first ever telephone conversation with Russian President Vladimir Putin last night. The two leaders discussed prisoner exchange and settlement talks in the so-called Normandy format. The format has thus far provided for participation in talks of the leaders of Ukraine, Russia, Germany and France. However, Zelensky earlier this week suggested extending the format to include also the leaders of the US and the UK. Putin said that could be discussed after the upcoming election in Ukraine and the formation of a new government. A snap election is scheduled for July 21, and a new cabinet is likely to be formed in September.
